French Decree No. 2020-1439 dated 23 November 2020 against bicycle theft, which became effective on 1st July 2021, imposes new identification obligations with regards to the sale of cycles.
All cycles sold by a trader, to the exception of children cycles (i.e. wheels of a diameter less than or equal to 40.64 centimeters / 16 inches) and cycles that are subject to sales between professionals in the cycle trade, shall now have an identifier affixed. This unique identifier is provided by one of the operators authorized by the Government. It is composed of 10 alphanumeric characters and must be affixed on the cycle frame.
The bicycle trader must also communicate the relevant cycle and buyer’s information to the authorized operator that provided the identifier, for registration in the National Register of Identified Cycles. The bicycle trader shall also provide the buyer with the unique identifier and all the necessary information allowing her/him to access the National Register of Identified Cycles and exercise its rectification rights.
